My girlfriends 1 cylinder vertical Briggs did have an issue with the fuel solenoid weeping gas into the cylinder when shut down. It would hydrolock to where the starter couldnt turn engine over. When I would turn engine over by hand, gas would get slowly squeezed out of cylinder and I could then start the super-rich running engine.
OP, you need a wire coming off the starter relay to another relay. That relay will power the "pull" wire on the FSS, so it needs to be heavy duty.
